This should be take as a sign of what we can look forward to in our fossil fuel-free Apocalypse. The Tesla battery packs are considered the gold-standard of safety, no expense spared, to provide the safest possible.

they haven't determined what started the fire yet, but they couldn't actually stop the pack from burning, just keep it from spreading. These are similar to batteries in the electric cars people are parking in their garage. The are the same batteries used it backup storage in homes with solar panels on the roof. House fires you can't put out, just spray water to minimize spreading.

Individual LiO batteries, when they catch fire, you can put out with water.
A group of them, however, such as a pack in a car, is an electrical fire, and must be dealt with accordingly. CO2 is one the cheapest extinguishers you can use on it. Putting water on an electrical fire is a BAD idea!

Like most fires, they need oxygen to burn. Water, planet-killing CO2, or anything else that can starve the fire of oxygen, will extinguish it. The problem, is that ruptured cells, when exposed to oxygen, get hot, and will re-ignite. They also tend to cause adjacent cells to expand, and rupture, further feeding the flames. Fun little fire-starters, that just keep giving...

I'm guessing that eventually, some sort of protective foam, or goo, will be included with battery packs, released by heat, or rupture, that should effectively reduce the amount of oxygen available to adjacent cells. They'll continue to pop, but won't burn, and should cool off, without the oxygen, or electrical connection. Each cell is only 4.20 volts (fully charged), so many are wired in series. One cell blows, it's like a fuse.

Water is used to cool the cells, and reduce the oxygen. Take a lot of CO2 to get the cooling effect. Which is odd, since the consensus clearly states that CO2 is frying our planet, and must never be released into the atmosphere. It took three days to get this fire under control (hopefully)...
