The part in question is a trim part that is glued on above the doors, similar to the way other automakers glue this trim piece into place.
For the Cybertruck, this is a stainless steel piece, and the adhesive used on the recalled trucks was defective during manufacture. The recall removes and reattaches this piece with the correct adhesive.

The problem was due to a bad batch of adhesive that was defective from the start when the truck was built. The recall removes and reattaches this trim piece using the correct adhesive.

If they were real experts, they would have pointed out that no other truck manufacturer has ever glued together a motor vehicle. So that being said this is not against the law, until parts start falling off on the highways as then it becomes a public safety hazard.

They are not made out of stainless steel. There could be other reasons too, but that detail looks like the biggest fail.
The cybertruck is not made out of stainless steel either.
1. They are rusty before delivery, thus not stainless 2. The cheap frame is 100% aluminum which is why no towing is recommended Aluminum oxidation stops at the surface of the aluminum. It is not 100% aluminum. It is 6061 aluminum alloy (Mg, Si). It's not particularly cheap.
Like any four wheeled vehicle, towing them is not recommended. Use a flatbed truck. You can haul the vehicle onto the tilt flatbed using tow hooks included on the front of the truck, just as you would for most any car.
If the battery is compromised in the collision, the wrecker truck driver should be aware of the possible fire hazard.
The only stainless steel on a cybertruck is on the exterior body panels. These are clear coated. 303 stainless steel can rust, but it's quite resistant to it. Where stainless steel shines is in repelling dirt and contaminents, and in it's strength (the Cybertruck panels can repel a bullet!). Like any vehicle, it's made up of many different materials, taking advantage of the characteristics of each.

 The stainless steel on the Cybertruck is not made in China. It's made in the United States. You can also get it in Canada, Mexico, Europe, Japan, and South Korea, but not so much in China.
DeLoreans are no longer made. That company ceased operations in 1982. It's body panels are 304 allow stainless steel, similar to the Cybertruck (almost exactly the same material!).
The DeLorean are collector items now, and people generally take care of their collection items.
Due to the unusual shape of the Cybertruck, I can easily see it become a collector's item in the future.

Experts are saying the glue is cheap, and it especially doesn't work to hold together stainless steel in cold weather. It works fine. The problem was due to a bad batch of adhesive that was defective from the start when the truck was built. The recall removes and reattaches this trim piece using the correct adhesive.
There have already been 8 different recalls for the Cybertruck.
