The usual chemical used is either sodium fluoride or hexafluorosilicic acid (which is cheaper, and naturally occurs in a wide array of sources of drinking water anyway). Once ingested, it is converted to hydrogen fluoride. Hydrogen fluoride does not cross the blood-brain barrier. It does not affect the nervous system. Instead, it is retained in bone and the teeth (which reduces tooth decay). If you are paranoid about fluoridated water, you can get alumina filters that absorb it, or use bottled water from sources that do not have fluorine in the water.
