There were actual tape recordings from the scene and they were examined by acoustic "experts" who concluded that there HAD to be more than one gunman.

"The Mexican stuff" referred to the bugs in the Soviet Embassy in Mexico City. That convenient gap in the tape precisely when Oswald was throwing his temper tantrum and announcing his intention to kill President Kennedy.

At it most potentially sinister, somebody in the CIA knowingly and deliberately prevented the information from being passed to the Secret Service. Then it was a coverup of complicity to erase that part of the tape recording.

At its most easily plausible, some INCOMPETENT CIA employee failed to take Oswald's recorded threat seriously. They didn't bother passing the information to the people in charge of protecting the president because they just didn't take the lunatic seriously. Then it was a coverup of incompetence to erase the tape.

And if Nixon had revealed that in 1974, it would have been a huge embarrassment to the CIA. No matter if the truth was that it was purely incompetence, many would have ASSUMED that the CIA WANTED Oswald to get his shot. But Haldeman never took the message to the CIA.
