If CO2 absorbs IR and O2 and N2 do not absorb IR, does this mean CO2 has higher temperature than O2 and N2 in the air? If so, then why when I put my head in the air I feel uniform temperature?

Any heating of CO2 just heats the air around it, if that air is cooler than the CO2.

It happen so fast? It should not be so instantaneous that I should be able to feel difference no?

Yes. That fast. Any small difference is quickly conducted to the air around it, or the CO2 is convected upwards along with any other warmer than usual air.

You also DO feel a difference, but your body just gets used to it. Turn your face toward the sun and notice the warmth. Turn away from the sun and notice the warmth is now coming from behind you.

You don't notice it because you are just used to it.
