What is odd is that I have seen a half dozen people today quoting Trump's 2020 budget and not one of them got it right.

I don't think he cut enough budgets, or far enough. Should have gone at least 30% across the board. Most of the agencies are overstaffed, enjoy to many 'perks', and over-reach, try to do things that is beyond the scope of what was ever intended, in forming the agency. They all have to submit an annual budget request, and report on how the money they received, was spent. None of them want to show a surplus, which would be a good thing, but they get punished with a smaller budget the following years. We just went through a partial shutdown, over 800,000 federal employees effected, for more than a month, yet it really didn't have a huge impact on much of anything. Even the Trump hating media had trouble digging up much, to taunt with. The main trouble, is that many of these agencies are services, not political devices, yet they try to be, and sell an agenda, at our expense. We really could, and should, shut down a lot of those agencies, got a hunch many where never intended to last forever in the first place. They had a specific task, that was expected to take a few years, and they just kept find ways to keep the doors open, the money flowing.
