Ha! A lifelong friend of mine was a trust fund baby. The trust was set up so that it could only be spent on college until he was 25. "Visiting" a college for "possible" enrollment was allowable spending. Do you have any idea how many colleges he visited(and beers consumed) by the time he was 25?? By the way, are there any countries nowadays that are Marxist?
It seems to me that it would take a stubborn dictator to control a country in a Marxist way yet a dictator would just dictate, not necessarily in the way of a 200 year old constitution (manifesto).
I'm way out of my league here on this stuff. I've never even voted. I just form opinions issue by issue, not adhering to any political party.

Another answer might be that people seem to follow party lines nowadays, no matter what the issue.
I have a number of republican friends. I don't know why but they seem to hang closer and longer. Thank goodness for that.

This is an economics question. The answer is that it won't happen (referring to population decreases via voluntary low birth rates).

The impoverished have many children to increase the chances of having successful children. The wealthy increase the success of their offspring by having fewer of them and dedicating greater resources and greater inheritance to each of fewer children. Ergo, human nature drives human behavior which causes increased amounts of wealth to become concentrated into the hands of fewer people while the population of the impoverished continues to grow at a much greater rate. .

In China there is rampant poverty but a low birth rate ... because the low birth rate is not voluntary.

tmiddles - i think an effective way of decreasing the birth rate is to educate women. Then they have a way to make a living other then raising children. I guess working keeps them too busy to care for a lot of children also.
Anyway, there are people who study population growth and they think population will level off in the next several decades. Limited resources and a population that will be using more resources per person is one of the reasons i think. Not in africa though and that continent is already in dire straits.

How will educating women change human nature?

Wealthy and middle class, regardless of gender or education level, statistically have fewer children because that increases the odds of success for their children.

There's only one person of whom I am aware who believes this. I watched his entire video and came away with the opinion that he wasn't being very honest.

Yes, in "several" decades many places on earth will become incapable of supporting the population growth they are experiencing now. Nothing in his dissertation explained any sort of anticipated change in human nature so any sort of tapering off of population growth will be increases in deaths, not reductions in births.

Personally, I blame welfare, and all the free money and stuff, or government, and many across the world. When you have to work to support yourself, and family, you have less time and energy to create more kids, which will require more work to support. There are consequences for your romantic actions. Welfare just removes the work and responsibility, lessens the consequences. Less work, is more time to get into trouble. It's not just unplanned pregnancy, but a lot of other problems, like drugs and crimes, idle hands, are the devil's workshop... If people had to pay for their own kids, they would naturally be more careful about creating more. But, we can't stand to see kids starve and suffer, so we give the parent(s) money and resource, quite generously, so the kids can grow up healthy and happy. Usually, more than enough, so mom and dad can afford another kid or two, which usually means more assistance. The kids just grow up, know how the system works, and continue on the tradition. It's really rewarding lack of responsibility. Most people take responsibility, punch the clock, work 8 or more hours a day, pay their bills. On welfare, you've got all day, to figure out how to spend all those hours other people, and how to get the most fun, off the free money, get more free money and resources. Welfare isn't the food, and clothing, or anything else people need, it's cash money, they can spend on anything. Might not be quite as simple as a credit card, but it's still money, free money, and there will be more, every month. There are rules, but easy to work around, some people get caught, but seldom any jail time, or loss of benefits, since that would hurt the kids. Only the greedy ones, that step way over the line, get prosecuted for fraud.

There are people in desperate need of help, but unfortunately, with anything free, there are many who simply take advantage. Basically, welfare is the government paying people to have more kids, insuring the get the largest paycheck, for the most years. It doesn't encourage respect or responsibility, more the opposite,
