When you are measuring such tiny trace amounts of things the numbers are fairly aproximate. Also the unusually warm spell we have been having has probably released more CO2 from the oceans.

Weather 101 says cold air is dense and difficult to displace by warm air. Typically warm air strongly displaces cold when associated by a strong low and even more so when aided by a high to it's east. Jet stream also plays it's role. So can you explain this phenomenon of warm air making the cold surge south, unaided by lows, highs, and jet stream pattern? Please?

Yer right! Traditionally that did occur & many of those elements needed to be in play to move that cold air out of the Arctic to southern climes & across the restricting Polar Vortex. However, the atmosphere (& jet stream) have more energy in it (more accurately, excess AGW energy). The jet stream, instead of generally restricting the Arctic cold to its place, is often sagging south, simultaneously allowing southern AGW energy to move into the Arctic & the Arctic cold to move south.
A classic example occurred in January 2009. Excess AGW energy drove hard into the Arctic, stopping Arctic sea ice freezing for 10 or 11 days. Simultaneously, the Arctic cold was driven hard to the south. The state of Maine set its all-time record low of -50degF. The cold continued south, freezing the southern U.S. good. The cold continued south setting record cold temps, not only in Mexico, but even to Central America.
